Expenses in relation to the Local Children’s Trust Boards can be claimed by Chair’s for:
       • bus fares
       • train fares
       • mileage
       • parking

Claims for all expenses must be supported with VAT receipts where appropriate, this includes fuel, parking and train tickets.  These need to be stapled to the expenses claim form.  It is a requirement that VAT receipts are submitted so that KCC can reclaim VAT (over £300,000 each year) and also for audit purposes, other than in exceptional circumstances.

Petrol will be paid at 40 pence per mile and parking fines cannot be claimed under any circumstances.

Taxis should only be used in the most exceptional of circumstances. Claimants must ask the taxi driver for a written and signed receipt with the taxi firm’s phone number on the receipt so that the journey can be confirmed for audit purposes. Taxis should not be used where suitable public transport is available.

For processing and budgeting reasons, we strongly suggest that claims are made on a monthly basis, rather than 'stored up' for payment in bulk.

Guidance material to support the appointment of Independent Chairs has been developed by the Change 4 Children Team based on best practice from the Children's Centre District Advisory Board.  This material is for reference to support the Local Children's Trust Boards.  It includes a description of the role of the Chair, person specification and profile, as well as template letters, expenses form and copy of the LCTB Terms of Reference.

A full a calendar of LCT Chair's meetings is being planned for 2011. Details of which will appear here shortly.
