Secondary National Strategy
Behaviour & AttendanceThe purpose of this aspect of the Secondary National Strategy is to develop teaching strategies which promote positive behaviour for learning, and enhance the quality of relationships between staff, children and other members of the school community.
There are four main programme areas:-
Social and Emotional Aspects of Learning (SEAL)
This is currently in a pilot phase in the secondary sector.
Priorities for the coming year will be to extend the current pilot and for existing schools to ensure that SEAL is embedded within the school.Securing Good Behaviour - Behaviour Challenge Materials
These documents are designed to support secondary schools in securing an OfSTED judgement of at least good for behaviour.
The documents were posted; November 2009. For any subsequently updated versions please access via Teachernet and the National Strategies websites.
Securing Good Behaviour Framework; this document enables schools to evaluate the current situation in relation to the schools SEF and to identify
areas for development and action-planning
OfSTED Evaluation Schedule; this document sets out the judgements that inspectors will make and report on from September 2009, including all aspects
relating to behaviour.
Learning Behaviour; Sir Alan Steer’s review of behaviour standards and practices in schools, including appendices covering Principles and Practice –
what works in schools, an Example Learning and Teaching policy, a Rights and
Responsibilities Chart and Pupil behaviour contacts
Delivering the Behaviour Challenge; DCSF response to the Steer report, setting out expectations for Schools, Head teachers, Staff, Pupils and
Parents and Carers.
School Discipline Leaflet; this document outlines discipline powers and rights for teachers
Parents’ Leaflet; information for parents and carers
Pupil Behaviour Implementation Plan; Time table of responses to the recommendations contained in the Steer report
The Extra Mile; case studies on the strategies, approaches, values and beliefs that schools have successfully used and developed to overcome
barriers which face children from deprived communities. This includes ways to
cultivate values of respect, good behaviour and caring attitudes.

Reducing Persistent Absence
This programme is targeted at schools where levels of persistent absence are above 7%. The programme is supported by advisers from the Attendance & Behaviour service.
National Programme for Specialist Leaders in Behaviour & Attendance (NPSLBA)
This is a DCSF certificated programme and is designed for anyone taking a leadership role in behaviour or attendance issues. As such it is applicable to teaching as well as non-teaching staff. To undertake the programme there is a commitment to attend 3 training days as well as 10 twilight sessions. The programme is designed to build leadership qualities and encourage reflection on and changes to practice.
