Taking good care of and obtaining best value from your buildings
The Classcare packages provide all schools with the opportunity to discharge part of their liabilities and responsibilities, and meet some of their corporate responsibilities, by providing small scale and emergency building repairs.
 
The ethos of the scheme is to help keep schools “Open, Dry, Warm and Safe”.
 
Under the landlord/tenant threshold (including any applicable consultant's fees), Classcare is designed to cover the repair of (unplanned) emergency maintenance. It is not designed to cover property ‘improvements’, capital planning or asset replacement that is reported within your condition survey.
 
The scheme is solely resourced by participating schools paying in a contribution based on funding delegated to schools as a result of Fair Funding, and is a non profit making scheme.
 
Under Fair Funding, Kent County Council (KCC) retained responsibility for funding all capital repairs and maintenance work. However, following the authority’s introduction of thresholds as defined in the Schools’ Budget Manual, schools are expected to budget for priority maintenance items that are below the threshold within their development plan. The thresholds currently stand at £7,500 for primary and £20,000 for secondary schools. If these thresholds change funding commitments may also be reviewed accordingly.
 
The responsibility for implementing maintenance work is split between KCC and schools.
 
Appendix A lists works covered under Classcare Package 1. The right hand column details common questions, issues and advice raised by members of past schemes.
 
For works to be considered under this scheme, all initial calls should be made to KCC’s Property Service Desk on the telephone number below, including out of hours calls. All works must be authorised by the Classcare Management Team.
