If there is a large influx of children into a particular school, say from an army regiment moving into the area, there will be contingency arrangements where the increase does not form part of the rising roll contingency. The school can put in a claim if it has incurred the additional costs of having to open a new class. Any claim on this basis will be considered by the Delegated Formula Funding Group for a decision as to whether the additional class or classes are required. From 2007/08 the formula budget for nurseries will be funded on their January count only and will not include an element for 'phased admissions'. Further counts will be taken in April and September (and the following January) and if pupil numbers have increased by over 5% of January count, the school will receive additional funding for the remainder of the financial year. To improve predictability for schools a calculator has been provided below so schools can estimate additional funding to be received during the year. The pupil-led element of the minimum funding guarantee rate (80% of MFG) will be used as a funding rate (as per the normal September rising roll calculations). Balance Control Mechanism
