• Advise and steer developments and changes to the formula used to allocate school budgets. This will include the identification and trials of options for alternative allocation mechanisms.
• Advise and steer the annual consultation process on the allocation formula. This will include advice on suitable consultation arrangements.
• Act as a consultative group on specific issues as they affect schools’ devolved responsibilities and finance.
• Provide general advice on strategic and operational issues affecting schools’ devolved budgets.
• Advise and comment on the operation of the financial management arrangements under devolved funding. This will include advice on appropriate changes and developments, and the consultation arrangements to put these in place.
• Forum for discussion and investigation of issues regarding the overall budget allocated to schools. This will include comment on the balance of budget responsibilities within the Schools’ Budget and on options for the overall budget to be allocated through the Individual Schools’ Budget.
