• Advise and steer developments and changes to the formula used to allocate delegated school budgets. This will include the identification and trials of options for alternative allocation mechanisms.
• Advise and steer all consultation process on the allocation formula. This will include advice on suitable consultation arrangements.
• Act as a consultative group on specific issues as they affect schools’ responsibilities and finance.
• Provide general advice to the Forum on strategic and operational issues affecting schools’ devolved budgets.
• Advise and comment on the operation of the financial management arrangements under delegated funding. This will include advice on appropriate changes and developments, and the consultation arrangements to put these in place.
• Act as a committee of appeal for schools to access contingency funding.
