• Review central expenditure to ensure that the LA has sufficient resources to carry out its functions but retains only that which is necessary so that delegation to schools is maximised
• Develop a better and joint understanding of LA expenditure and disseminate this more widely to ensure the LA retain only that which is essential, so that delegation to schools is measuarble and centrally provided services demonstrate best value.
• Benchmark Kent's expenditure with other LAs, ensuring best value.
• To advise the Schools Funding Forum on exercising its power:
  • to approve disproportionate increase in LA central budgets
  • to agree the amounts and purposes for centrally retained contingency
  • to agree to centrally pooled budgets for children’s services
  • to agree central spending on particular budget headings within the schools budget e.g. prudential borrowing, pensions, etc.
• To advise on retained specific grants and the allocation of grants to schools where not specified by DCSF
