Meeting SEN at all Stages of the SEN Code Of Practice

In 2001, a new duty was placed on Local Education Authorities (LEAs) to publish details of:
  • The aims, plans, objectives and timescales of the authority's policy in respect of meeting the needs of children and young people with special needs, and
  • The special educational provision of children with special educational needs but without statements and the financial arrangements to support this.

The documents Information about meeting Special Educational Needs in Kent and Special Educational Provision at School Action Plus were first published in July 2002 and revised in 2003 and again in 2007. In the interests of reducing bureaucracy and making the documents more accessible, they are now combined. The opportunity has been taken to update the procedures to reflect the new school Cluster arrangements, the County Council's initial consideration of the requirements of the Children Act 2004 and the Government's strategy for SEN: Removing Barriers to Achievement: The Next Steps 2004. Since 2001, an increasing number of children with severe and complex needs are being educated in Kent's mainstream schools and non-specialist settings.

However, no document can adequately do justice or bring life to the full range of activity that relates to identifying or meeting the special educational needs of pupils in Kent and we need to acknowledge the progress that has been made in this respect. Readers may wish to refer to more detailed policies from which the information in this publication is drawn.
